      Once you are logged in, along the top, you should find blue tabs - select the one that says Shop, in the row below that, select the word Catalog Search

      On the left hand side at the top, under Change Corridor, select

3. Why can I find items from other vendors but not Stephens?

All items that Stephens Office Supply has on the Army BPA and MILSTRIP sections of DoD EMall are on our GSA contract. That is a requirement of being listed on those sections of the EMall.  If you can find an item from another vendor, and not Stephens, there are usually two main reasons. 

1. These items include items made in countries that are not Trade Act Approved (or Non-TAA).  Some vendors on EMall are not vigilant about these items and continue to sell them on EMall in violation of their GSA contract.

2. The items may be Jarvis-Warner-O'Day (JWOD) ETS (Essentially The Same) items.  This act requires us to substitute National Industry for the Blind (NIB) and National Institute for the Severely Handicapped (NISH) manufactured items for commercially  equivalent items.  These ETS commercial items are still listed by some vendors on the EMall even though it violates their GSA contract.

• In the event that you find something from another vendor and not available from Stephens, please contact us to allow us to let you know why the item is not available.  If it is a non-TAA item, and you need to order it, you can do so over the phone as an Open Market item*

6. I don't have time for EMall, what can I do?

7. What if I cannot find an item on EMall even though I can find it in the catalog? 

There are a lot of items that are made in countries that are Trade Act Compliance Approved (Non-TAA Compliant) - by law,  these items are not available to be put on our GSA catalog.  Now, there are some people that will have these items available under their contract on DoD EMall that are either not dilligent in ensuring that they are compliant with that requirement - or they don't care if they get caught, but regardless of the reason, it is illegal for them to do so.

8. What is MILSTRIP and why are the same items less expensive on the Army BPA?

MILSTRIP is a program that allows the Federal Government the ability to procure equipment and materials by using what essentially equates to a Purchase Order.  The government adds 7% to the prices we charge to recoup the cost of this process.  We then get paid the remainder (which is the same amount we get when you order from our other contracts)
